Cyntoria is the Chief Management Specialist and her primary responsibility is advising NLSP’s Leadership on management and administrative matters.

She joined NLSP in December 2024 after more than 38 years with the Federal government. After obtaining a B.S. in Legal Administration and Criminal Justice and a Master of Public Administration from Ball State University in Muncie, Indiana, Cyntoria relocated from Cincinnati, Ohio to Washington, DC to begin her career in the Federal government. She started in the Civil Division of the U.S. Department of Justice. She transferred to the U.S. Marshals Service (USMS) where she held leadership positions in Human Resources, Equal Employment Opportunity, budget, and strategic planning. After 17 years at the USMS, Cyntoria moved to the Office of the Chief Human Capital Officer in the General Services Administration, where she developed the agencywide Human Capital Strategy. Cyntoria returned to the Department of Justice as the Director of the Consolidated Executive Office, where she functioned as the Executive Officer for the Offices of the Attorney General, Deputy Attorney General and the Associate Attorney General, and 23 additional senior management offices.

Cyntoria is a bibliophile, and she rarely leaves home without her E-reader. As a lifelong learner, Cyntoria is currently learning to play the piano and honing her photography skills.
