Leroy Hughes, Jr.Deputy Executive Director of Operations
Leroy Hughes, Jr. is a seasoned nonprofit operations executive with more than 30 years of leadership experience providing strategic oversight for mission-driven organizations. As Deputy Executive Director of Operations at the Neighborhood Legal Services Program of the District of Columbia, he provides executive leadership across organizational operations, human resources, information technology, benefits administration, business management, and administrative services.
Throughout his career, Leroy has held senior executive leadership positions with notable national organizations, including the Public Justice Foundation, the Sickle Cell Disease Association of America, the National Cherry Blossom Festival, Concerned Black Men National, and Teach For America, Inc. In these roles, he directed multi-site operations, strengthened organizational infrastructure, and implemented systems that enhanced operational efficiency, organizational effectiveness, and long-term sustainability.
Leroy earned a bachelor's degree from Louisiana State University and a Master of Public Administration from Troy University. He has been recognized in Who's Who in Washington, DC and is a member of Kappa Alpha Psi Fraternity, Inc. Leroy is committed to building high-performing organizations through strategic operations, collaborative leadership, and sound administrative stewardship that advance mission impact and long-term organizational success.
